TC Midtown concurs with the primary development goals recommended for the area:

Vision and imaginative design will benefit the city by:

  • Developing high quality mixed-use and mixed-income housing options for the City of Baltimore, the Greater Baltimore and Washington, D.C. region.
  • Expanding tourism from the downtown Inner Harbor area north to Midtown, creating a greater experience for visitors as well as residents of Baltimore
  • Creating Opportunities to complement market rate housing with artists spaces
  • Leveraging State Incentives offered to developers to create spaces for artists
  • Attracting and expanding the creative class and highly educated by creating a diverse and inclusive community/area
  • Attracting highly educated workers from other cities with higher costs of living and retaining graduates from Institutions of higher learning located in the city
  • Elevating the Design and Quality of City’s built environment
  • Creating economic/community redevelopment opportunities for residents to live, work and play.

The Site

The properties/parcels are located directly northeast and northwest of the intersections of North Avenue and N. Charles Street. Total land area available for development consist of 146,529 square feet with 100,714 square feet on the east side of N. Charles Street and 45,815 west of N. Charles. One block north of North Avenue the parcels are split by 20th Street. On the east side of N. Charles Street 55,717 of the 100,714 square feet owned by TC Midtown is North of 20th with the remaining 44,997 located South of 20th. On the west side of N. Charles Street 29,790 0f the 45,815 square feet owned by TC Midtown is located north of 20th while the remaining 16,025 square feet is located south of 20th.

The largest edifice is a vacant 139,000 square foot building consisting of six stories above ground and two stories below ground. The building is a former data center for the Bank of America. The building has:

  • open floor layout
  • raised floors,
  • controlled access,
  • power generators,
  • environmental controls,
  • ample parking and a
  • conveyor belt connection for the covered loading dock to the subterranean levels.
  • The building may be a considered for adaptive re-use.


Current Vision

Taking into consideration the goals and needs of the city for the area, the demographics, the potential of the transit-oriented development zone, the designation as an arts and entertainment district, and the current zoning allowance TC Midtown envisions an international new ‘epicenter’ for attracting people of all backgrounds and ethnicities to come to this new center to enjoy robust world-class international dining experiences as well as a multi-media venue for watching, outside soccer games, football, baseball and hockey and the Olympics on several large multi-media screens making this visual epicenter the ‘place’ to be in central Baltimore. This new venue will focus on the arts and streetscape designs that will invite and encourage pedestrian interaction and enjoyment. The rooftop amenity restaurants and green spaces will enjoy a view of the Inner Harbor and beyond.

The raised double level landscaped intersection ‘platform’ for viewing and socializing will be unlike any other place in Baltimore and will be the ‘heartbeat’ of the city as to media, arts and the ‘fusion’ of all cultures and backgrounds. It will have a New York city Times Square ‘vibe’ and attract all walks of people to be seen and enjoy the actions of the world on the large screens in various languages.
